I don't understand how you can light a portal in survival, when there is no craft to be able to make the igniter ... it is only available in creative, how do ?

Make a new recipe for the igniter
You could make a recipe, or make a structure with a chest that contains the igniter, or a custom trade GUI, or loot table.
