This is something that not many people know but I found out a website that can help you add potions in loot tables.

Just create a procedure that spawns arrows / potions next to the mob using the "execute command". If, on the other hand, you want to modify other loot tables, you must know that they are .json files, so you just need to see online guides on how to configure them manually. Usually these things are used by datapacks so look for these.
I was mainly talking about for chest loot tables
So try to do as I told you with .json
You said mobs, then you said for json look somewhere else
