You can use "/summon <entity> ~ ~ ~ {Health:<integer>f}" to summon an entity with the health of whatever you sent the integer to be.
You can use this command with the execute command procedure block in the procedure editor if you want to spawn an entity with more health through procedures.
If you want to increase an already existing entities health, you can simply give the entity a health boost effect with hidden particles.
