How do I make a plant that grows only on a certain block, but can still be placed on plant sustaining blocks?

How do I make a plant that grows only on a certain block, but can still be placed on plant sustaining blocks?

The title pretty much explains the problem.

This is the procedure I tried to make but it just didn't work whatsoever, not even any particles (I put it in BlockUpdateTick trigger)
