Fluids Can't Random Tick

On the tick rate question mark in advanced properties for my custom fluid, it says "This parameter controls how often the block will tick. If tick randomly is selected, this parameter has no effect." However, I do not see a "tick randomly" option. This causes my fluid to not flow upon natural generation in my custom dimension.
