Creatures don't spawn in Desert or any biome with sand

I try to make a new entity that should spawn in desert, and it doesn't. I tried ambient but it just keep spawning the entity and it makes lag.

So I don't know if the natural spawning type (Creature) is the problem or I must make a Custom natural spawning condition?
