I am making a small mod and in it I want to make one custom enchanted book(I do not want the enchant to come on the enchanting table) when combined with a sword on the anvil will give it an enchant.

This can easily be done by creating an enchant using the "Add a new mod element" button. Just click enchantment and you can set all the things you want there.
When editing your enchantment just enable "Is this enchantment treasure enchantment" feature to make it not appear in enchantment tables.
