How can I change only 1 player Max HP in a sever?

How can I change only 1 player Max HP in a sever?

I am new to this program and was wondering how I can change 1 person's Hp in a sever. I would like to give them 9 Hearts and STRENGTH 1. I know how to do the STRENGTH 1 just need help with Hp being lower.
