How do I make a block that can sustain plants

I am making a new dimension for my mod but no matter what I try I can't get the trees and flowers to spawn (on a new block I made called void grass) how would I make it so plants can naturally generate on the Void Grass?

option under advanced…

option under advanced properties for the block. check the box that says "can plants sustain on this block"
