So very recently I updated my mod to 1.18.2 but my custom dimension with its own biome now have broken generation. For some reason, all terrain generates below sea level and even after changing the base height and variation, it still remains underwater. I suppose I could try recreating the two mod elements from scratch since they're not too complicated, but I'm still not sure if that would work and I want to see if there are any other solutions first. I have the exact same problem, even deleting the custom biomes and adding them again didn't help. Also recreating the whole thing is not an option to me since this project is pretty big.
Also my biomes completely refuse to spawn. I had encountered only rare islands that spawn above water and they had only 1 of 4 different biomes and plants didn't spawn (forgot to mention that on previous reply).
Same issue here, but this is on a fresh workspace, so suffice to say, recreating it is not an option at all.
Back with an update, after countless trials and errors, I just set the custom biome's base height to the absolute maximum (10) and it generates normally with mountains, rivers, and oceans at a reasonable sea level.
i had this exact same problem so i now use 2021.3 until it is patched
