This is how I would create the procedure you want.

For the Tagged in item tags as part you will have to create a Tag with the Namespace as Mod and the Tag Registry Name as anything you want. For the example I used "helmets" as the Tag Registry Name, and you Have to use the name of your mod in lowercase, for me ikairos, so it detects where the tag comes from.
but i want a custom image not a effect
