Actually are you sure that does that? Because I wasn't using "Execute in the name of" I was using "Execute at XYZ" so I'm not sure if the admin thing applies there?
It only allows commands that can be used with cheats off, now, i dont know what commands that is but it is like trying to change gamemode on a survival world with cheats off. So if you had a procedure that executed a "give @p" it would not allow it for example.
