It has now been moved to the procedure system, I think there are multiple ways of doing it but one way would be set block tickrate to 1, and have on block update tick run a procedure that will use a spawn particles block. I'm pretty sure that there is a better way explained on a different forum topic, but I'm pretty sure this will work for blocks you place.
