Help with config file for combining with other enchantments

I'm making an enchantment called Frost Aspect which is the same as Fire Aspect but it does freezing damage instead of fire.
I also want to be able to change what enchantments my mod can be combined with so people can choose how they want to play.
How do I make a config file that changes what enchantments my mod can be combined with?
