Enchantment like Ability system

Curently Im thinking about making an ability system, wich is similar to the basic vanilla enchantmens. Like collecting "Ability books" in different ways and combine with a tool or weapon to get its "Ability". I dont know, how can I make this system but I had an idea of using a NBT. I watched so many tutorials about this NBT, but I still have no clue about it.

Im just asking how should I setup the tags and others to be able to work in the procedures?
