I don't know if you two came to a solution yet, I don't have any solution, but if you want to get a normal water potion, this is what you would use in a /give command "minecraft:potion{Potion:"minecraft:water"}" Maybe you could put it in a procedure? I tried editing the crafting recipe code but it doesn't work because of the double quotes. Good luck!
