How do i make it so when a sword hits ANY entity/player it flashes an image.

Im trying to make a mod called "More stupid swords" and im trying to make a job application sword, where it flashes a image of a job application on the entity/player, and i dont know how to make it overlay when the entity/player gets hit by the sword.
