Make The Player Hypnotized on a mob

I'm Trying To Recreate the Mesmer From Subnautica and I Need a Way for the players Screen to Transition Staring at the Mob and Slowly Moving Forward. I also need Help Having a Sound Play While its Being Looked at and stop when Not and have it Play Only for the Affected Player In Their headphones, Not Like a Sound That Plays That Other Players Can Hear Just the Targeted Player
