Issue with modifying Short Grass loot table

So I've been struggling with trying to change the loot table for the Short Grass block. I've rewritten it, tried making new worlds, tried referring to it as just "grass". Nothing seems to affect the loot table. I've seen others also struggle with this issue but I have yet to see what is the issue and how to solve it.

Registry Name: "blocks/short_grass"
Namespace: "minecraft"
Type: "Block"

I'm partly wondering it might have to be an issue with my version, 2024.4, as I've seen tutorials work in 2024.3 just fine. It'd be wonderful for to know if I'm just, somehow, messing something up, or if it's just a bug in the system.
