How can I blacklist an item from the game itself?

Hello, how can i remove some stuff from the game itself(meaning that none will able to use it or see it in any of the tabs including creative) and replace it with other stuff. For example, lets say i want to remove golden apple or potions from the game and replace them with my own things.
