Help make my first mod

Hi, I want to make a chidori mod, but I don’t know how to implement my idea, my idea is to add a chidori to the game like in the anime Naruto, I would like that when you use the right mouse button, the chidori appears in your hand and makes a characteristic sound, and lightning also appears around it, takes away 7 damage from enemies, I would also like the character to fly up a little when possible.
