Custom dimension feature spawning issue

I have been trying to spawn feature in a custom dimension I have coded. The dimension is set to be built out of all custom blocks, and it set to nether like gen with a few tweaks to the height and width. yet no matter what I try they either spawn on the roof or not at all. I have tried spawning over 40 feature and none have spawned correctly. What am I doing wrong?
