Wind Mechanic

Adds a simple wind mechanic to the game.

--| Wind will blow randomly outdoors, being stronger in dry and flat biomes. 

--| Wind particles will appear when it is blowing. Likewise, sounds will play.

--| During thunderstorms, the wind will knock down item frames and move armor stands, as it becomes much stronger.

--| Use the wind to your advantage or disadvantage. Flying with the wind will make you faster, while flying against is the opposite. Don't worry! The wind does not push entity that are standing on the ground.

--| Wind can be toggled with the "doWind" gamerule
