How Do I Override Vanilla Block Mining Times?

Does anybody know how to override block mining times for vanilla blocks? I'm trying to make a mod that makes the game harder, and I'm aiming to make the blocks break slower, but I can't figure out how, and don't know if it's possible.

You could create a potion effect that mimics mining fatigue with no particles or GUI display. And have it apply to "target entity" on global trigger "player joins world" perhaps.

It would be smart to make an effect that slows down mining speed, or I could just change the attribute.

Im using 2025.2, 1.21.4
