Is there any way to add a: "happen once per click(or something)" procedure block?

Is there any way to add a: "happen once per click(or something)" procedure block? As of right now, the item when right/left clicked only happens while you press it, not each time you press it. It would be greatly appreciated if there was a way to choose between while it's clicked(automatic), and each time it's click(semi-automatic). it would be even better if it's a procedure block. Thank you.
