What do you mean by "make craftable enchantments"? Are you talking about making your own custom enchantments? Changing vanilla "treasure only" enchantments to be available in the enchanting table? Crafting enchanted books with specific enchantments on a crafting table?
To make a custom enchantment craftable from the enchanting table, you just need to leave "Is this enchantment treasure enchantment" unchecked.
and to make it appear in loot tables that normally give enchanted books, check "Can this enchantment generate in loot tables."
If that's not what you're asking, you'll have to be a lot more specific with your question.
