Help with wither code

How do I make my wand, that I have already created, shoot wither skeleton skulls - like the wither, causing the wither effect on the mob, and for the cool look of the skull?  If you know how, can you please tell me how or send me the code?  I am using MCreator 1.8.1 for my mod.  THANK YOU!!!!!!
