I want to make a half block that acts like a slab, but when i do this, it is a full block and i cant walk on top of it like a slab, how do i make this? is it even possible?

you can also unpackage your minecraft .jar file from any version and directly access the models and textures from the file it makes
I wanna do the same thing, but with the slab vertical, how does one do that?
You could download Blockbench (https://www.blockbench.net) and model any shape of block, half, vertical, quarter, etc...
