How do i make permanent effect after eating a food

Okay, so i wanted to make some kind of food, if you eat it you will get permanent slowness, but everytime i try to make it using a procedure and eat it, it wont show the xx:xx timer thing, is there a way to make it so its xx:xx instead of a big number?
