Replacing a block with a new counterpart

i have a little problem here,

 

i am trying to create a block that replaces itself with a altered version of it

but if i am using the procedures for placing blocks or even schematics nothing happens 

ore if i delete the block beforehand, its creating a weird ghost block an if i restart the world it resets it to the original block

and if it places the block if i try to mine it it also replaces itself with the original one and drops it.

may have any suggestions for me ore tips why it is not working?

 

i saw videos in older version where you can for example create a tree out of a sapling by this method but now its not working properly
