Short story long I don't want phantoms to spawn in my mod so I want the gamerule doinsomnia false to run automatically without cheats on with procedures.

You create a procedure you set in the global event block (the green big block) minecraft loads a world then you put the block execute command (in the wolrd management) and in the green block you type gamerule DoInsomnia false.
Erratum : In the big green block set players joins a world instead of minecraft loads a world
When I go into my world is still pops up as true
