Using other people’s mods in yours

So I have a jojo mod and there’s a mod that I didn’t make that I want in it, do I have to wait for the persons permission to combine it with mine, or can I just do it and give him credit (since I’m not a jerk)? They’re realllllly inactive so they haven’t answered yet
