Well, I was making a mod for more ores and I made this ore (Sapphire ore) and set it to these settings -
Dimensions To Generate In - Surface
Blocks this block can replace - Stone
Average amount of ore groups per chunk - 16
Average number of ores is a group - 16
Minimal Gen Height - 0
Maximum Gen Height - 15
maybe put an xray texturepack on and try again. maybe you are just haven't found it yet.
