Having trouble instaling the latest snapshot due to java issues but i have the latest java version

i have followed the steps on the install guide up to the point where i get the windows message saying the file might not be safe and do i want to run anyway. once i click run anyway i get an error message the reads:

the application was configured to use a bundled java runtime environment but the runtime is missing or corrupted

i updated my java (its now java 8 281 64bit) but the problem still persists.

can someone please tell me whats wrong and how to install the snapshot anyways.
