I have the Execution Permission Level for my custom command set to 1, so that anyone should be able to use it regardless of if cheats are enabled or not.
However, I have had numerous reports that the command cannot be executed.
Please help.

That does not help in the slightest.
If you read the page Goldorion linked, you would see this bug was fixed in the current 2021.1 pre-release...
