Global trigger "Item is smelted" is being ignored.

My trigger is being ignored. What am I doing wrong? Nothing comes up in console and the procedure just doesn't run. I tried multiple log levels, also. I tried it with the Block placed and the logs work. I tried it without the last code piece and still no difference.
 

my code - the item is smelted trigger followed by a log and a print statement

Ok, that helps with the procedure, which I wouldn't know how to go about doing. What I want to do is replace the milk bucket being smelted with a normal bucket in the same slot. Do you have any idea of how I'd go about doing this? Also do you know why the trigger doesn't work? I tried lots of different things but this trigger never seemed to work.
