Doing a command to convert objects

I am making a coin mod, I want to execute a command that converts 64 bronze coins into 1 silver coin, when executing it, it works, but if you have only one bronze coin in your inventory it already converts it into a silver one, and I can't find the way to make that only if you have 64 works, could someone help me?
