When using "right click on block" it does an annoying problem

When using "right click on block" it works, but when you have a different block in hand to place down, it keeps trying to place something else down instead of block

I know their is a work around but by saying " do this if this block" for every single block in the game would be a nuisance. So I figured this might be a bug. 

I have it setup correctly. But when I want to place a block on top, below it or beside, it keeps trying to right click action instead of placing the block in hand. even if I right click on it w/ nothing in my hand, it keeps trying to place nothing.
