creating a speedstermod

im trying to create an item that permanently increases speed without the potion effect or particles from the potion,

also i want to be able to use two keys such as q and e to change speed from normal to super fast and when the player is running faster then normal speed they should have a trail of lightning and yes (im creating a superhero mod)
