Replacing recipes on a new project works but not on my actual projects

I've tried doing it in software and in the build datapack folder but no cigar. My workspace has a few Items, recipes, tags, and procedures. Tried it on a fresh workspace and it works perfectly, so I suspect it's my workspace that's the problem. I even tried clearing my plugins. I'm out of ideas.
