im making a mod, but if you mine blocks that i added, the mining speed will be the same. if you use a wooden pickaxe and a diamond pickaxe, the mining speed will be the same for both.
I wish i knew as well. The only thing i have had success with is custom tools mining custom block fasters.
in the properties tab go to dropping properties then choose the "Tool able to destroy it" setting and select the tool
