Are the values for biome weight in percent?
Say for example I wanted a biome that generates only 4% of the time, would I need need to set the weight value to 4?

Say for example I wanted a biome that generates only 4% of the time, would I need need to set the weight value to 4?
This is what it says in the explanation.
"Biome weight: This parameter controls how many times your biome will spawn on 1024 of the same biome type."
