Can potion be applied by Witch?

Issue description

New option for potion effect mod type:

  • Can potion be applied by Witch? - Starts unchecked, if checked Witches will:
  1. If beneficial, be able to drink the potion
  2. If negative, be able to throw it as a splash potion at targets

This also originally contained something about adding an item to awkward potion to create the potion, but I saw a ticket about brewing recipes at the last minute.

Also, I'm not expecting this to be a high-priority issue, it's pretty small.

Oh, and I understand that it may possibly be difficult to implement.

I am not sure if there even is an event or registry for this to actually make this possible. If I find a way to do this we will consider adding this.
