Creative tabs don't order.

Issue description

Custom creative tabs do not work. And all blocks added would be listed at a random position. 
I have confirmed: * Moving around positions of items.
* Creating New Worlds. (Also created another 2 worlds.)
* This action provided no result. Tabs would still not order.

I can confirm this to some degree. Minecraft seems to cache this value somewhere. Deleting run folder of workspace fixes the tab order. But we can not really fix this, final users will have the proper order.

If you want to see new order, go to workspace folder and delete run folder. This will delete all your test worlds and Minecraft settings for test client for given workspace, but fix tab order.
