Tags can't be applied to blocks

Issue description

Unless I am missing something, tags currently can only be applied to items for 1.14.4, but not blocks.

For example, tags seem to only be applied to the grass block item, but not to the grass block when placed. So adding the tag #enderman_holdable won't work on custom blocks.
