Problem with test fluid

I am doing basic logic for a liquid storage barrel. The problem is that the Test filing fluid procedure simply fills the liquid level by the specified number instead of doing it as a test. In the procedure below, from one bucket, I get 2000 miles of buckets instead of 1000, although the procedure says 1000
