How to create custom event trigger?

Hello! In my case im making a staff, and i want it to ; Right click any mob/player and give it slowness 3.

How would i go about doing this? The part i'm stuck on is getting the right event trigger... again. lol.

Please help!

That is not possible in this MCreator version(1.7.9)
