Sand like block

I'm pretty sure there is already topics like this, but for the life of me I cannot find them.

I would like to make a block that acts like sand. I know how to make gravity affect it, but I do not know how to make ONLY dead bushes and cacti grow on it and not grass.

If there is code that I have to do I am happy to apply it.

It isn't really doable without custom code, but there's a ticket in the tracker for this:

https://mcreator.net/tracker/issue/54244

(The code in the ticket is for 1.12, replace EnumPlantTypes.Plains with EnumPlantTypes.Desert)
