For now, only blocks have luminance and light opacity but i think items, tools, armor and perhaps even food should have it (i thought about when making my mod that adds new swords. Even before starting it, i was planning on making a Glowstone Sword that could illuminate and fight at the same time but i forgot that option didn't exist).
Luminance for items is not supported by Default in MC and Forge, mods like Dynamic Light, Albedo or Optifine had to made their own version of that
