One of my ores is not generating??

One of my ores is not generating??

So, I've just starting working on my first mod. I added two ores to the game: Titanium and Ruby. Titanium was first, and it generates just fine, its relatively common and generates at any level under 64. It works. However, I added Ruby Ore and it does not generate at all. I am 100% that is the case as I looked around several worlds, and i adjusted the settings to make it really common but still couldn't find it. Does anyone know why it does not generate and how I could fix it?

For the record, I cross checked all the settings for the block and aside form different values for hardness, resistance, and harvesting level, it is identical to my other ore. The # of veins per chunk and # of ores per vein are 8 and 1, respectively (but it still did not spawn at higher values). It is set to spawn in the Surface dimension, replace Blocks.STONE and theres no restriction biomes. Minimum height is 0 and max height is 128

Any suggestions are appreciated!

UPDATE!!!

Alright I managed to get the ore to generate. Apparently it doesn't work if your average ores per vein is too low. HOWEVER I still have an issue. The reason it was so low was because I wanted rubies to spawn individually. Since I can't set it too low, is there a way I can make them only spawn individually?

you should be able to set it to 1, not sure why it wouldn't let you.
